The Art Newspaper Quotes ARCA's Noah Charney and Dick Ellis in "Recovery rate for stolen art as low as 1.5%"

The rate of recovery and successful prosecution in cases of art theft is startlingly low, with one expert putting it at only 1.5% globally, The Art Newspaper has learned, underlining the challenges of identifying and returning stolen works.  The global cost of crimes linked to art and antiques was recently estimated at £3.7bn a year by the UK’s Association of Chief Police Officers. Noah Charney, a professor of art history specialising in art crime and the founder of the Association for Research into Crimes Against Art, which organised a symposium on the subject at London’s Victoria and Albert Museum this month, says that statistics are hard to come by because police forces seldom distinguish between stolen art and other stolen goods. “A Rembrandt is classified with a CD,” he says.
At the core of the problem is the low importance that most police forces attach to such crimes; the exception is Italy’s Carabinieri, which claims that its force of 350 officers recovers around 30% of lost art. The theft of property in general “has a low priority in Britain and across Europe”, said Dick Ellis, the former head of the Metropolitan Police’s Art and Antiques Unit, at the symposium. In the UK, for example, the Metropolitan Police has just three officers dedicated to art crime (down from 14 around 20 years ago). In the US, the FBI has around 14 agents trained to investigate art crimes, although they do not work on these exclusively. Attempts to pool information on stolen works to create a comprehensive, international database have failed, largely because of a lack of funding.
Without proper public funding, the onus is on private firms, who charge a recovery fee of as much as 30% of a work’s value. Here, there are also areas of contention, particularly surrounding the issue of paying informers for leads on stolen works. This area is a “legal minefield”, said Claire Hutcheon, the head of the Met’s Art and Antiques Unit. “Art cannot be recovered at any cost,” she said.

Dick Ellis, ARCA Lecturer and founder of Scotland Yard's Art & Antiquities Squad, on arrests of travellers for thefts of museums and auction houses

When media reports announced that police had arrested suspects for a series of art-related thefts, ARCA blog turned to Richard Ellis, ARCA Lecturer and founder of Scotland Yard's Art and Antiquity Squad, for his perspective: 
The arrest of two men in Essex was a part of a joint police operation which saw a total of 17 men and 2 women arrested across the UK and Ireland, following a series of thefts at museums and auction houses in which ancient Chinese objects, Rhino horns and other works of art and antiques valued in excess of £20 million were stolen during the course of 2012. 
Police from 26 forces including An Garda Siochana in Ireland, the Police Service of Northern Ireland and members of the Serious and Organised Crime Agency (SOCA) raided houses and traveller camps in London, Essex, Cambridgeshire, Sussex, The West Midlands, Nottingham, Belfast, Cork and in Rathkeale near Limerick, the home of the Irish Traveller community. 
They are reported to have seized a large amount of unspecified property although it is not known whether this includes any of the rare Chinese jade carvings stolen from the Fitzwilliam Museum in Cambridge for which crime, four people were convicted earlier this year including a 15 year old boy. All were from the traveller community, members of whom have been responsible for a series of the major art and antique robberies committed in the UK in recent years. 
Not for the first time, the UK police were forced to create a cross border task force to investigate a series of crimes committed by travellers against public and private collections of art and antiques. The crimes themselves demonstrate how criminals follow trends in various markets, including the art market, and the explosion in value of Chinese artefacts following the re-emergence of the Chinese art market did not go unnoticed. Likewise, the high prices offered for Rhino horn in the Far East attracted the attention of criminals who realised that it was easier and safer to steal the horns from exhibits in museums rather than poach the horns from live animals in Africa. 
Travellers have been arrested in a number of European countries in connection with the theft of horns from museums, and Austria was recently seeking the extradition of one leading Traveller from Rathkeale. The scale of these crimes resulted in many institutions replacing the horns with replicas to discourage thefts, however in the case of the Norwich museum in Norfolk, the birthplace of Admiral Lord Nelson, when the burglars were unable to steal the Rhino horn they turned their attentions to other exhibits and stole some Nelsonian objects including a mourning ring worn by a member of Nelson's family following his death at the battle of Trafalgar in 1805. 
These crimes and how they and other art thefts are inspired by art market trends will be discussed in detail at the "Art Crime" Seminar to be held in Dallas Texas between the 14th - 18th October 2013 at the SMU Meadows School of the Arts at which I and former FBI Special Agent Virginia Curry will be talking. Norway Celebrates 150 Anniversary of Munch's birth; BBC Broadcast Interviewed Charley Hill last February on the Successful Return of The Scream in 1994

Celebrating the 150 anniversary of the birth of Edvard Munch, the National Museum and Munch Museum in Norway will exhibit more than 200 of the artist's paintings in "Munch 150" on June 2.

Here's a link to a BBC World Service broadcast last heard in February near the anniversary of the 1994 theft of Edvard Munch's The Scream. Charley Hill, former undercover police officer for Scotland Yard's Art and Antiquities Squad (his boss was ARCA Instructor Dick Ellis), describes how he posed as Chris Roberts, a consultant with the Getty Museum to negotiate the purchase of the stolen painting. The broadcast concludes the show with the statement that three of the four convicted of the theft successfully appealed on the grounds that Mr. Hill entered Norway under a fake passport.

Stonehill College's "The World of Art and the Fine Art of Crime" Symposium has added seats

Retired FBI Agent Virginia Curry, who will co-teach with Dick Ellis "The World of Art and the Fine Art of Crime" symposium at Stonehill College this summer, would like to inform interested students that two seat have been added to the program.

"It has come to our attention that spam filters some emails failed to accept our response emails," Curry wrote in an email to the ARCA blog.  "In order to address the inquiries which we have received after the close of registration, we have added two additional seats to this very special program, on a first come, first serve basis."

Virginia Curry and Richard Ellis, formerly of the FBI and Scotland Yard, respectively, have a new website for Stonehill Art Crime Symposium they will be teaching this summer.  (You can read more about this program here on the ARCA blog).

Richard Ellis, founder of Scotland Yard's Art and Antiquities Squad, sets the record straight on recent comments attributed to him on the blog Art Hostage

On April 13, 2012, Art Hostage, a blog on art theft, re-printed an article about the recovery of a stolen Cézanne painting in Serbia, then added comments he attributed to Richard Ellis, founder of the Art and Antiquities Squad at The New Scotland Yard, that accused Serbian police of corruption.

The Boy with the Red Waistcoat was one of four paintings stolen from the Foundation E. G. Bührle in Zurich in 2008.  [You may read about it here and here on the ARCA Blog).

The ARCA Blog asked Mr. Ellis about the nature of the comments attributed to him on the Art Hostage blog.  This is Mr. Ellis' reply:
I have had absolutely no contact or conversation with Paul Hendry, aka James Walsh the author of "Art Hostage" since his conviction at Lewes Crown Court in September 2010 for offences of benefit fraud and his subsequent imprisonment.  For some time before his conviction Hendry had taken to making unsubstantiated claims on the Art Hostage blog supported by quotes of his own invention. He has as a result turned what was initially a responsible and informative blog spot, where he would voluntarily edit and correct inaccuracies if requested to do so, in to an unreliable and unbelievable blog supported by lies, made one can only speculate for the benefit of his own ego.
Mr. Ellis explained that Hendry/Walsh was sentenced to 15 months imprisonment and served it in full.

According to Paul "Turbo" Hendry, he 'served three months three weeks in HMP Ford Open Jail; another three months three weeks on electronic tag; then another three months three weeks on probation, reporting to a probation officer once a month, ending August 2011. "The conviction is subject of an ongoing IPCC (Independent Police Complaints Commission) inquiry looking at a cover up by Police," Mr. Hendry wrote in an email. "I pleaded not guilty to the charges/indictments and that is  why I was sent to jail. If I had pleaded guilty I would have been fined. The Police refused to reveal the contents of their files in court under a D-notice, Public Immunity Certificate, which would have vindicted me and proved they authorized the Benefit claim back in the year 2000." [Mr. Hendry's comments are from an email to the ARCA blog dated July 12, 2013].
